Its real simple. In order to download the software from Microsoft 365, you need a Microsoft 365 license.
If you have a license, you can go to portal.microsoftonline.com and download the software. If you can't you need to purchase a license. Then, once installed the software needs to be activated from time to time with an email address that has a license so if your thoughts are to download the software unlicensed, and then take it home and use it off line, that's not going to work because the software will disable itself.
From what you have said, you're part of a company. You have no admin account. You don't seem to have a valid Microsoft 365 license and a Windows Live ID isn't going to do it.
If you think you are entitled to a license, you should contact your email admin. I've had the same problem as the OP here. The office.com/myaccount seems to be for home users and your business login will not work there.
I log in fine to the portal.office.com but there is no option for a full local installation, only the streaming one. Does anyone know the link to download the full offline installer?
I've just spent another hour on the phone with MS being bounced around and they want me to download the deployment tool, which sounds good, but once I downloaded it I was immediately lost as there is no instructions with it on how to use it and it kind of looks like it might download the files but I'm not sure. When is MS going to get it? We don't have time to mess with this stuff all day in a small business environment. I don't want your cloud, just the software so I can install it and get back to my job. Chocolatey install. CMD-Admin, choco works like yum, feed a string of pkgs, -y and done. Choco install -y office365-2016-deployment-tool office365business (& or) office365proplus choco upgrade all -y on a weekly job.

Puppet, Chef, Ansible, Salt and or Via ( often use Choco as backend package provisioning tool on windows. ) choco install chocolatey-windowsupdate.extension, can auto-magically pull windows updates also. Choco install choco-upgrade-all-at-startup unofficial, but will force firefox chrome etc to upgrade at launch point being choco can make for a lazy admin tool, including deploys.
